In the 1800s small holders pooled their money into associations in order to pay for the capture and prosecution of desperate sheep stealers. Able to offer substantial rewards, they would often push for capital punishment in place of prison or transportation, both as a deterrent and to get their money's worth in unfounded righteous revenge. People were brutally put to death for just being hungry. The cynical behaviour of some of today's politicians and its tragic consequences puts it into some perspective.
